"A" Keyboard Shortcut Fails When New Image First Opens

I like to ID all the red green and black objects before identifying the bubbles, but when my first action is to click on the "A", the default Bubble tool stays active. I can change the tool selection if I click on the Area of Interest button.
After the first tool change, I can get the Area of Interest with the keyboard shortcut "A".
